Enrollment has declined steadily across the country, Wisconsin, and Waukesha. These real enrollment trends cannot be reversed at the scale needed through housing growth or enrollment shifts to justify keeping significantly under-utilized buildings open. Long-term forecasting and sustainable financial planning are essential.
